If it were up to me, I'd be out putting up signs all over his neighbourhood warning his neighbours. If it were up to me, he'd have gotten more than 9 months house-arrest. If it were up to me, he'd be castrated and sitting in jail, in open population....
I should point out, as well, that in Canada, there are laws which prevent the identification of an offender if it will also identify the minor victim. For instance, judges will put in place a publication ban to prevent the identification in the media of a minor victim or minor offender. In this case, the victim would in no way be affected by his identification but no effort has been made to protect potential victims from him.
